HAPO Columbia Cup Starting Procedure Revised
The H1 Unlimited Competition Committee – in a meeting Friday in Kennewick-made some revisions to the starting procedure which will be employed in the running of the HAPO Columbia Cup this weekend.
Mike Noonan, H1’s Competition Director explained, “When we modified the starting procedure before the season and put in the 80 mph minimum,we left the rest of the rules in that section pretty much in place. After running the first two races of the season and watching the starts, we like what the 80 mph minimum is doing and we wanted to revise some of the other elements of the rules for starting to go along with the 80 mph minimum speed, including removing the one minute or score up buoy and allowing drivers to use the infield more during the milling before the start.
The rules regarding N2 violations were also revised.

Effective Immediately:
As a result of a unanimous vote by the H1 Competition committee, the following changes to the start procedure described in Rule 4/D shall be implemented for the Tri-Cities 2014 race and will be evaluated after this event for use at subsequent races:
Eliminate Rule 4D/10. This will remove the requirement to not pass the exit pin of Turn 1 after the one minute period. In other words, there is no more one minute Score-up Buoy).
Revise Rule 4J/1:
Boats that are on the race course and running in established lanes shall have right of way over those not running in established lanes. This right of way shall exist until two straight away buoys have been passed. After that, the standard right of way rules shall apply.(New sentence)
(a) A boat leaving the racing lanes shall relinquish all right of way.

Effective Immediately:
By a vote by the H1 Competition committee, the following changes to Rule 13/I N2 Speed Violation:
- An occurrence of non-compliance shall be defined as any time the maximum N2 RPM is exceeded for more than 3 seconds.
- 2. A flagrant occurrence of non-compliance shall be defined as:
(a). any time the maximum N2 RPM is exceeded for more than 5 seconds;
(b). Or an occurrence during which N2 RPM exceeds 115% for more than 1 second.
- 3. Any boat found to have an occurrence during any single time trial attempt or any single heat shall be fined $100 per occurrence for the first two (2) occurrences during any one Time trial attempt or heat.
(a). Any boat accumulating three (3) or more occurrences during a single qualification attempt or single heat at an event shall have the third and subsequent occurrences in that same heat elevated to a Flagrant Violation.
(b). Any boat having an Flagrant during a time trial attempt shall have the time trials speed for that attempt noted as Time Not Recorded and no points are awarded.
(c). If the speed is above 130 MPH, the time will be recorded as 130 MPH.
(d). In case of a tie, the actual speed above 130 MPH shall be used to break the tie.
